Title:            Operations Director, Northern St’át’imc Primary Care Centre
Salary:         $109,356 - $128,653 - $147,951 per year (pay range explained below)             
Contract:     
This position is a two-year term with the FNHA. When the term position ends with the FNHA, it is intended that this position will be offered as a permanent role with the northern St’át’imc Primary Care Centre (PCC)
Hours:         Standard Hours - 37.5 Hours per Week
Location:     Lillooet, BC (Occasional travel to northern St’át’imc Communities and infrequent travel throughout the interior region.

First Nations-led Primary Care Initiative 
The First Nations-led Primary Care Initiative (FNPCI) aims to improve access to primary health care services for First Nations people across BC in a way that is culturally safe and brings services closer to home. The FNPCI is part of the province’s primary care strategy, which aims to change the way primary care is delivered throughout B.C. by integrating team-based primary care providers and improving access to services through the creation of Primary Care Networks. 

In order to meet the health and wellness needs of First Nations people, it is very important that primary care is culturally safe and culturally informed where First Nations ways of knowing and being are woven into services. 
One of the main objectives of the FNPCI is to develop new First Nations Primary Health Care Centres in rural and urban locations across the province. 

The centres will provide access to culturally safe, high quality primary care services for First Nations people and their families. The aim is for clients to feel safe, welcomed, valued, respected, and heard when seeking services at one of these centres.

About the Centre
The Northern St’át’imc Primary Care Centre (PCC) provides culturally safe, trauma-informed primary care services to the six northern St’át’imc First Nations Communities: Ts’kw’aylaxw, T’it’q’et, Xwísten, Xaxli’p, Sekw’el’was, and Tsal’alh. The Northern St’át’imc PCC will provide holistic care for First Nations people and their families, incorporating First Nations ways of knowing and being in all service design and delivery. The northern St’át’imc PCC will begin operating out of the current FNHA Nursing Clinic located in Lillooet. The current location includes outreach services to each of the six Communities and will see the space shared between the primary care team and the nursing team. The Northern St’át’imc PCC will provide a safe space for First Nations people and their families to seek high quality primary care services.

About the Role
The position directs the implementation and operationalizes the northern St’át’imc PCC Service Plan as part of the FNPCI in the Interior Region, with the guidance and direction from the Nation Representatives. The northern St’át’imc Primary Care Technical Table is currently responsible for providing direction and recommendations for ongoing planning for the northern St’át’imc PCC and consists of membership from health leaders of the six northern St’át’imc Communities. The six northern St’át’imc Chiefs will also be providing direction and recommendations to the northern St’át’imc Primary Care Technical Table. This position will rely on direction and recommendations from these stakeholder groups. 

This position champions the integration of Traditional Wellness and culturally embedded health and wellness practices within an interdisciplinary practice. The position will contribute to the development of a primary care service model that coordinates a team-based approach to primary care services as well as Traditional Wellness activities and services. The position ensures the quality of care, consistent health outcomes, and client experiences through providing ongoing coaching, leadership, and advice to team members. The position also provides operational leadership to a team of health professionals and directs corporate functions for the centre. 
The position reports to the FNHA Interior Region Executive Director and will work closely with the FNHA Interior Region Vice President of Operations and FNHA Interior Regional Manager, Primary Care, among other key leads within the FNHA Interior Regional Team. This position will also seek direction and advice from the northern St’át’imc Primary Care Technical Table/Nation Advisory Group that consists of health leaders from the six northern St’át’imc Communities regarding planning, hiring, implementation of the service plan, and ongoing operations of the northern St’át’imc PCC. 

About You
Education 

•    Degree in Health Management or a relevant field, and a minimum of 10 years of experience, or an equivalent combination of education, training, and experience.
•    Master’s Degree in a relevant field (e.g., Business, Health Administration, Nursing) would be an asset.
•    Minimum 8 years’ experience leading and managing a team in a health care environment, or management level in primary care.
•    Minimum 8 years’ experience in health management, managing budgets, program management, operational and strategic planning.
•    Minimum 3 years’ experience working directly in or with First Nations communities.
•    Experience in mental health and substance use is an asset.
•    Clinical background and experience is an asset.
•    Experience developing and overseeing operational contracts, agreements and MOU’s.
•    Experience in risk management and service delivery contingency planning.
•    Experience working with and delivering health services to First Nations clients is an asset. On the condition that the candidate demonstrated above average knowledge of First Nations culture and anti-Indigenous racism response, and presents an attitude of cultural humility.
•    Training in anti-Indigenous racism response and cultural safety and humility is an asset.
•    Experience working with Electronic Medical Records and billing system is an asset.
•    High degree of comfort using digital technology and online systems

Knowledge
•    Strong knowledge of cultural safety, humility and trauma informed approaches to care.
•    Knowledge of, and ability to apply, an understanding of First Nations cultural principles and protocols in work situations.

Competencies 
•    Ability to lead and manage teams.
•    Ability to create and foster a culture of humility to enhance quality and culturally safe work environments, and to identify and address anti-Indigenous racism and cognitive biases in a proactive manner.
•    Ability to lead and model cultural safety, humility, relational practice and a trauma informed approach in all interactions, partnerships and planning initiatives.
•    Ability to oversee and manage operational budgets. 
•    Ability to handle sensitive and confidential information and matters in a trusted and responsible manner.
•    Ability to develop and maintain administrative systems, processes and procedures.
•    Physical ability to perform the duties of the position.
